Noise damages hearing gradually and permanently, and single impulse events such as blasts or bursts can injure instantly. Exposure builds with level and time, so a number in joules would say nothing useful here. Hearing protection is a last barrier, not a direct control.

- Can the noisy work be done with a quieter method or tool?
- Can the noisy work be separated from other trades by distance, enclosure or scheduling?
- Is impulse noise possible, such as cartridge tools, bursts or venting gas?
- Is the noise area marked so others do not walk into it unprotected?
